There has been a lot of discussion and predictions about what will be in the Digital Britain report that has been prepared the the communications minister Stephen Carter, but no one has known for sure what will be announced. The speculation can now come to an end as the findings of the report have been released to the general public.

The report was supposed to be released last week but was held back for unknown reasons. This is the first report with a complete and extended version to be delivered at the start of the second quarter of 2009. The first report was delivered to a press conference this week and presented some interesting findings.

Even for an initial report, it is very detailed and extensive. The use of language takes some deciphering. The report suggests that the government will continue to work with the networks while preparing the final report. They are going to lead a body to evaluate what needs to happen to move the UK’s broadband and UK mobile broadband networks to help them move to the next level. There are also plans for a government backed group that will connect local and community bodies to assist with technical support and assistance related to broadband.

The issue of reallocation of the spectrums is a contentious issue. The report appears to suggest that the networks should work to address this issue together otherwise the government will step in.

The key point of the report which relates to their target of providing access to broadband speeds of at least 2Mbps to all UK citizens by 2012. A lot of space in the report is given to this and suggestions about what needs to be done to achieve it. A key issue is not addressed which is who is actually going to pay for it. Although this is only the first report, more specifics are detail were expected. Expect there to be much comment on this report over the coming weeks as well as hopefully more specifics when the final report is released.
